Medium Schemes Framework


MSF1 was the first framework contract developed by the MHA.

It was for highway schemes up to £12 million and closed to new schemes on 11 April 2014 after four successful years. During this time it was used by 13 Highway Authorities to deliver 60 schemes of a total value approaching £250 million.

MSF2 was launched on 2 June 2014 to replace MSF1. As a result of the continuing success of MSF2 the framework has now been extended until June 2018. Work has begun on the development of a replacement framework MSF3

The scope of the MSF2 framework has been increased to include a wider range of municipal engineering up to a maximum value of £25 million. The works have been split into two lots and are listed below.

Five contractors have been appointed to cover schemes worth up to £5 million:

  • Aggregate Industries
  • Balfour Beatty
  • Eurovia
  • Galliford Try
  • Lafarge Tarmac/Carillion

Three contractors have been appointed to cover work costing from £5 million to £25 million:

  • Balfour Beattydiagram
  • Galliford Try/Aggregate Industries JV
  • Lafarge Tarmac/Carillion
